JPGS Inc. was registered on March 29, 2024 as a DMO candidate corporation for regional cooperation with the Japan Tourism Agency.
Current situation in the Isumi area
The population of the Isumi area is 68,349 (Chiba Prefecture Monthly Population Survey, as of 1 October 2020), accounting for 1.09% of the prefecture’s total population, but including the working population, the population is declining. Although there are abundant tourism resources in both the food and tourism industries, the number of tourists, including bathers, has been declining due to the diversification of leisure activities and the inconvenience of transport access to the region in recent years, and accommodation facilities are ageing and the workforce is getting older.
Creation and creation of tourism demand
Our mission is to create and create tourism demand. Our aim is not only to create demand based on existing regional characteristics, but also to create new tourism and demand.
We believe that many issues in the Isumi region can be solved through tourism. Once again, the two cities and two towns in the Isumi region need to promote loose cooperation based on tourism and make effective use of the rich natural resources of the precious sea, mountains and villages to create a tourism region. We have been accredited as a registered DMO for regional cooperation, and we are building a system for communicating the attractions of the Isumi region not only domestically but also to inbound tourists, and welcoming visitors to the region. New jobs will be created through tourism, increasing the number of people interacting with the region, solving the shortage of employers and solving regional problems.

In resolving issues in the Isumi region, the mission of the DMO is the ‘Chiba-Isumi District Centennial Plan’. The aim is to utilise what is available in the region, refine it in the region, bring people to the region, create a system to sell in the region and develop the power of local people to sustain the system over a long period of time. We will work to position ‘tourism’ as the gateway to solving all problems and as the core of our business.
Specific action plans
(1) Attract educational tours
Target not only domestic but also international destinations. We aim to attract visitors by creating a new type of educational travel that is not limited to students and experiences.
(2) Inbound promotion
Target countries connected to Narita/Haneda and aim to create new demand by strengthening cooperation with Narita/Haneda Airports.
(3) Promotion of settlement and migration (including marriage activities)
The basic concept is area inbound (activities to help local unwilling unmarried people find a marriage partner). The aim is to create demand through the development of marriage activities based on travel, and to promote migration and settlement to prevent mismatching.
(4) Workcation promotion
Activities such as ‘creating demand for travel (short stays) → repeat visits’, ‘creating demand for stays → two-location living → migration → settlement’ and ‘creating demand as a work location for companies’ will be promoted.
(5) Promotion of tourism DX & seminars, etc.
Promote the introduction of Tourism DX, study groups, seminars, etc. to compensate for the lack of personnel and to carry out efficient activities.
(6) Promotion of measures against empty houses
Aim to solve regional issues such as measures against vacant houses, while promoting the conversion of vacant houses into accommodation facilities and the acquisition of international certifications such as Albergo di Fieso.
